Purpose To cover and give specialist support on the perpetration of the budgeting fabrics, fiscal means and arrears operation, institutional governance and report on MFMA perpetration.

Examiner and give Specialist Support on Budget Planning and perpetration Train external staff on the planning and perpetration of the Municipal Budget and Reporting Regulations. Assess tabled budgets on an periodic base for credibility, applicability to government precedences and sustainability using a budget assessment frame and give comment and feedback to cosmopolises. collect a tabled budgets assessment report for each megacity. Support cosmopolises in icing that recommendations on assessed tabled budgets are incorporated into the budgets previous to relinquishment.

Give all needed reporting to NT on tabled and espoused budgets by cosmopolises. Examiner and support cosmopolises to addressnon-compliance in terms of the tabled and espoused budgets. Engage cosmopolises in external benchmarking exercise on all tabled and espoused budgets. Analyse monthly, daily andmid-year reports, prepare feedback to cosmopolises and cover the perpetration of corrective measures. Identify external fiscal problems taking attention and support cosmopolises to resolve issues.

Assess and report on the Financial Management Capability Maturity Model( FMCMM) to determine sins and apply measures to strengthen functionality and compliance. Examiner and Support cosmopolises on Governance and Institutional Management, In Line with MFMA Conditions Assess MFMA perpetration, collect reports and submit to the administrator. Examiner, estimate and report on Risk Management and Internal Audit compliance and grease the perpetration of corrective measures. Conduct and collect assessment reports on governance and compliance structures and help cosmopolises to apply recommendations.

Support cosmopolises to establish applicable governance and compliance structures, systems and processes and review the effectiveness and functionality of those structures on a daily base. Review and assess Municipal Budget and Treasury Office. Manage Area of Responsibility; Review force chain performance and make recommendations to ameliorate the effectiveness and effectiveness of the force chain operation. Report on force chain operation information as needed by internal and external stakeholders.
